I think, focus would mean what we are interested in – what is the focus of our attention, what are we paying attention to.
Perspective would mean our point of view – how we feel about something. In the T-shirt example, we feel we belong to our department, but we need to feel that we are one whole organization, we belong to the organization or just a department.

Everything is based on how we think, which effects out Perspective and thus focus.
